No tally of votes until 20% of precincts transmit data

The Commission on Elections (Comelec) will wait for 20% of precincts nationwide to transmit vote data before publishing its initial tally of votes for the national candidates on its website.

Rep. Teodoro Locsin, co-chair of the Joint Congressional Oversight Committee on Automated Elections (JCOC-AE), told reporters on Saturday that the poll body heeded the proposal made by JCOC-AE co-chair Francis Escudero regarding publishing tally of votes on the website that the poll body will create specifically for the vote count updates.

Escudero suggested that the tally of votes should be withheld from the public until up to 15,269 of all 76,347 precincts nationwide have transmitted votes to the poll body.

Locsin said he earlier opposed Escudero’s proposal since this will cause trending of votes. But in a meeting of the poll body with political parties, Locsin said he was assured that “there is no need to fear trending.”

Comelec chair Jose Melo explained that after the first 20%, tally of votes will be updated as soon as the next 10% of precincts transmit data to them.

Having frequent tallies published on the site, according to Melo, keeps the public glued to every tally update.

“Let the people be interested in results. The people will stay tuned because they don't know when the next announcement is,” he said.
